New Delhi. The Delhi government has introduced a new draft bill, taking an important step to control fee hike in private and aided schools. The aim of this bill is to make fee hike in schools transparent and equitable, thereby resolving the complaints and protests of parents. The Delhi School Education Transparency and Fee Determination and Regulation Bill 2025 has been approved by the Delhi Cabinet, which will be applicable to all 1,677 private and aided schools in the capital. This bill will bring transparency in the fee hike process and clearly define the duties of schools, parents and the government.

Transparency and control on fee hikes

Delhi Education Minister Ashish Sood said that the earlier measures of only issuing show cause notices were temporary. 'These were temporary arrangements, but now, we are proudly introducing permanent and clear solutions in just 65 days,' he said, adding that after the passage of this bill, schools will not be allowed to increase fees without reason. Clear guidelines and procedures will be laid down for fee determination. The government's aim with this move is to reduce the anxiety of parents and prevent financial pressure on families.

Growing dissent over fee hike in Delhi

In recent months, there has been growing discontent among parents against illegal fee hikes by private schools in Delhi, resulting in several protests. In September 2024, parents of Maharaja Agrasen Model School, Pitampura protested against an 18-20% annual fee hike and alleged that the school had issued school leaving certificates to students who refused to pay the increased fees, despite the education department's denial of such a hike.Similarly, in Mayur Vihar, Vanasthali Public School hiked fees by 100%, following which parents protested and alleged that students were locked out of the school for not paying fees.

Political reactions

In April 2025, parents protested outside Delhi Public School (DPS) Dwarka over fee hike, following which political leaders promised to take action against such practices. Now after the passage of this bill, more transparency and fairness is expected in the fee hike process in private schools in Delhi.
